It's normal for you. Some men start small and grow, some just get hard. There isn't a lot of relationship between soft and how big it will grow when hard.

Once puberty has been reached, studies indicate that the average human penis is approximately 12.9-15 cm (5.1-5.9 in) in length with a 95% confidence interval of (10.7 cm, 19.1 cm) (or, equivalently, 4.23 in, 7.53 in). So, for a 16 year old (who may still be in an active puberty stage), 4 inches would not appear to be abnormal.
