The only differences are cosmetic. The 97-99's got a smoother front and rear fascia and the turbos got a huge rear spoiler. The reverse lights moved to be integrated with the bumber instead of around the license plate. The 99 GS came with a turbo package without the turbo(Spoiler, OZ racing wheels and black on white instruments like all the turbos). All the non-turbos still had the clunky high revving Chrysler 2.0 DOHC that the 1996 had. I do wonder about the suspension though, my '99 was smoother than a '98 I drove. But engine-wise and cockpit wise-the 1996 is the same as the 1998.
