There are two types of dog Allergies: air-borne and contact.

Air-borne, caused by shedding and dander, are not prevelent in beagles, who are a short-hair species.

Contact allergies are caused by a reaction to dog saliva, which inevitably gets all over any dog, beagle or not.

Determine which type of allergy you have to make the call.

They are indeed! This is because they have hair not fur like most dog breeds. So they don't shed and they do not poses the allergen. If you need more convincing just stick your face in their soft fur and see what happens, I assure nothing will.
