It is neither, CD DVD and hard disk is STORAGE not input or output.
Normally the computer's video card would have the output. I doubt very much you will ever find an external DVD writer with tv output. However if your computer does not have tv output and are looking to output video, there are USB to video devices available. I am not sure if they can play DVD though since it requires a certain amount of video acceleration which those USB video cards may not have since USB has a limited amount of bandwidth.

It can be both, depending on where it is in the process. In most cases, it will be an output into another device, so it would be plugged into the input of the other item. In a typical cable TV set up, the cable would go into the input of the DVD and the output of the DVD would go to the input of the television.
