There is no such thing as a Section 8 Landlord. There are either public housing developments and apartments, or there are landlords who are willing to participate in the Housing Choice Voucher Program (I.e., accept section 8 vouchers).

Yes, and many people do this for valid reasons. They may find it difficult to port their original voucher to the new jurisdiction, so it is not uncommon for voucher holders to have their names on the waiting list in other jurisdictions where they can jump to that jurisdiction and use its voucher as opposed to porting their original voucher. You might want to check with that Housing Authority to see if you can use your original voucher to port over to them: they may absorb the cost. If you do apply for the Housing Choice Voucher Program (HCVP, formerly the Section 8 Program) anywhere, while you already are in another, you will need to give up the voucher of the old program first. I highly suggest you talk this over with your original Housing Authority as they can help you better through this means.
Generally speaking, there is no such thing as emergency housing assistance through the voucher program. By federal law every housing authority must establish uniform criteria for qualifications to the program. It cannot allow bypassing of the waiting list, due to fairness of the program.
Good question: this is how I was able to find section 8 housing. The only way to find section 8 housing (called a Housing Choice Voucher Program) is to continue to search Housing Authorities' web sites and seek which ones have openings for their waiting lists. There is no such thing as a central housing authority, though there are many housing authorities that cover several areas within the jurisdiction, known as regional housing authorities. And unlike sex offender registries, there is no central or nationwide housing authority search to see which ones have openings for the waiting lists. Just keep on trying and I'm sure it will work. It worked for me!

There is no such thing as moving your section 8 HUD. I presume you are talking about porting your voucher, which is absolutely possible. You would need to arrange with both housing authorities to make this possible.
There really is no such thing as turning your homes into section 8 housing. If you are a landlord and want to be able to accept vouchers from your tenants, you can easily qualify by making sure that the rent is reasonable (within fair market value including essential utilities) and that it needs housing quality standards, something you can be able to have an inspector or a case coordinator assist you with in terms of guidelines.
