According to Prophet Muhammad's teachings, you are Muslim if you witness that there is no god except the one and only God (Allah) and thatProphet Muhammad (PBUH) is His messenger. Since the Shi'a witnesses that there is no god except the one and only God (Allah) and that Prophet Muhammad (PBUH) is His messenger, then he/she is a Muslim.

Of course, there are certain sects within the Shi'a denomination, like the Druze, but Shi'as are Muslim. A true Muslim believer is judged by his faith and actions, and someone claiming to be Shi'a might not be a true Muslim believer but he is Muslim, so it is improper to judge an entire sect as a whole. True Muslim believers don't only follow Islam, but they live it.
