No, a Basketball would not be a good conductor. It's, however, made from rubber which is an excellent insulator.

In the image above the conductor would be the copper metal inside the wire. It conducts and passes the energy particles along it - because the metal allows for the energy to freely move through it.

The insulator, or our basketball, would be the pink, orange/yellow, green, and blue coating covering the conductor. It's responsible for shielding or insulating the wire from arcs, interference, and electrical overload from coming into contact with other conducive materials (humans are conducive).
