Although the two are used interchangeably, they are NOT the same thing. A believer is one who believes Jesus came to earth in bodily form, lived a pure life without fault, and died for the sins of everyone. A born again Christian believes the same things, but has accepted Jesus' forgiveness for their sins and has dedicated their life to following Jesus and His teachings. The difference is that one can believe all of this to be true about Jesus, yet not accept Jesus or His teachings. A satanist, for example, believes in Jesus and His teachings, but has decided to commit their life to satan.

When is one born again?

When one is born again: One is born again at the very moment they place faith in Christ as savior. What happens at the moment of being born again: At this moment the Holy Spirit is given by God as a seal promising the future redemption of the body. At the same time the Holy Spirit baptizes the new believer into the Body of Christ. The group of true believers since the death and resurrection of Christ are also referred to as the Bride of Christ, so close is the union between Christ and his church. At the moment of being born again Christ takes the role as the believers Lord or Master, unto whom the believer is bound to serve and follow. Christ also becomes the believer's High Priest and Intercessor, going to God on behalf of the believer each time he sins. This is in response to the accusations made by Satan of the believers sin and unworthiness. At the moment of being born again, God the Father becomes the new believer's eternal Father. The "seed," by which the believer is born again is God's, meaning that the believer has gained the equivalent of divine genes. The new believer is not just casually related to God as Father, but it is a much more intimate and very real spiritually genetic relationship whereby the believer actually joins the divine family not just by adoption, but also by very real spiritual birth - ergo "born again." This should not be misconstrued as meaning that believers become gods, but rather very real sons and daughters of God, which is why scripture refers to Christ as the first-born, and believers are referred to as brothers and sisters of Christ. Finally, scripture also refers to those who are born again as part of a "new creation." When one is born again God has actually performed an act of creation, whereby the new believer becomes one of many humans who have undergone a transformation so vast that God calls them a "new creation is Christ Jesus." Believers are no longer part of the first creation that issued from Adam, but are now an entirely new creature/creation, the result of a creative act as valid and original as the acts of creation listed in the book of Genesis. These qualities that become true of the new believer are not true of every human being, but are restricted to only those who are truly born again. Even God's chosen people, the Jews, must be born again, as Jesus said to Nicodemus in the book of John, chapter 3. There are many more benefits and realities that become true of every believer at the moment of being born again, these are but a few of them.

Anyway the bibles are the same except sometimes the Catholic Bibles have some additional books, often called the apocrypha.

What baptism are you talking about? Infant baptism? Baptism of believers? Well the answer is much the same. Nothing happens to your sin when you are baptized. If you are a believer your sin is already dealt with before you get baptized. A believers baptism is a sign of the believers identifying with Christ in that Christ was buried and rose again the believer is buried (in water) and rises again to a new life. Infant baptism??? well there is nothing in the Bible that teaches infant baptism.

That depends on your beliefs. For many, not acknowledging a specific god just makes you different. However for some religious groups, it is far more serious. To a Muslim, a non-believer is an infidel, and (depending on your interpretation of the Koran) should be given the choice of conversion or death. To the Christian, a non-believer is considered to be lost, and needs to become a Christian in order to go to heaven instead of hell. Buddhists don't believe in a god per se, but that we are all a part of the same energy, if you will, so that not believing in a god is not difficult for them.
