Well, I wouldn't say mutated, but, yes, studies have shown that birds are the direct decendents of small meat-eating dinosaurs like Velociraptor. Some scientists have even started calling birds dinosaurs, and I've heared that they experimented with a chicken's genes and it had teeth and a tail with bones when it hatched! How cool!
