A bubbles is a liquid filled with air, therefore no it is not a solid :). Just liquid floating around.
Reasons for why they go up and down an be because of the temperature. Hot air goes up cold air goes down. I'm not really sure but yeah there's a lot of interesting facts behind bubbles :)
