Yes, basically the camcorder is smaller and has a screen to view what you are filming.
A digital camera is better, because on 99.99% of digital cameras also have excellent cam-corders whereas a cam-corder is usually just a cam-corder and is only occasionly a camera aswell! Plus when a cam-corder is a camera too, it is not a very good camera. So I would definitely get a digital camera (as an added bonus, cameras come in pretty much whatever color you like!)
Yes you can, simply go on your camera and on the top left corner there will be a camcorder sign. Press that and it will change from camera to camcorder. Then press the same button to take a picture and Voila! You are now filming.
The fact is that pocket video cameras are becoming less and less practical as more and more people convert to smart phones with higher pixel cameras built in. The only reason a pocket video camera would serve a realistic purpose would be for someone who did not have a quality camera on their phone or for someone who might often need to use their phone for other purposes at the same time they want to be using the camera/camcorder.
You either use the video you filmed with your web cam in your computer. With that you need to keep it somewhere so you can upload it. I pt them on my desktop. Or if you filmed with a camera or video camera, upload them, then do the same thing as with the first one.

You can use any camcorder underwater if you buy a waterproof housing to keep it dry.Underwater videographers simply use very expensive versions of the same thing.
