yes, it is and there is also a plant called cat mint which is very pretty.

Catnip is a member of the group referred to as herbs. Catnip (Nepeta cataria) is a perennial, which means that it grows again from the roots the next year. It will bloom/flower in the early to middle of Spring time. The flowers are fairly small, less the 1 inch across, and vary in colors of white, lavender and hues of blue. If you are growing the plant for the purpose of producing leaves (catnip) then you will want to remove the flowers as they appear. This will stimulate the plant growth and cause it to favor leaf production rather than the production of flowers and later seeds. If you want the plant to reproduce and spread, or you want to harvest the seeds from it, then the flowers will need to be left on the plant. Once the flowers are finished, a small pod like structure develops where the flower was located. These pods contain numerous, small round black seeds (similar to poppy seeds). Harvest these pods if your after the seeds from the plant, if not the pods will open on their own and disperse the seed contained within. In a nice cultivated soil they will spread easily and rapidly. Catnip is one of the easiest of the herbs to grow, the seeds are sown in the early Spring at about 1/8" depth. They usually germinate within about 7 days, at which point you may thin the plants out to 1 per foot. The seeds may also be started indoors 4-6 weeks before the last frost, and be transplanted outdoors when danger is past. Catnip may be grown as a house plant also, the plant requires only 6 hours of light per day to grow, but will grow better with better light. The leaves of the plant are commonly harvested and dried to later use. They may be given to your cat as a treat or may be used in herbal medicines. Catnip tea is said to be good for digestive troubles and a few other uses, however I will not recommend anyone consume anything.

technically, no. a cactus can flower though. the flower that sprouts from cactus is usually pink.
