There's no reason why their cages can't be close to each other, but do not ever put a hamster in the same cage as a chinchilla. While the two probably will not show any hostility to each other, there is still the chance that the chinchilla might accidently injure the smaller hamster.

Never put a hamster in water to clean them. It can kill oils they need to survive. Hamsters can clean themselfs but if you feel like you need to clean them, you can get hamster wipes and lightly wipe then or let them play in chichilla sand, not chinchilla dust though.
First you need to know which is the corner where your hamster poops, then you can use a little tray with cat litter or chinchilla sand. Hamsters can be properly potty trained in a week or so.
