You have to know the coin's date.
Since the 1940s Denver has turned out so many cents that they're really not worth much more than face value. You have to go back to the 1920s and early 1930s before there are any dates where the Denver issues are worth more than Philadelphia. But at that time there were some years when coins from San Francisco were worth even more, and a few years when the Philadelphia ones were more valuable.
