Some are and some are not. Even within a specific jurisdiction there may be some fire inspectors who have the additional training and authority to be law enforcement officers and others in the same department who do not.

In theory, however, a fire inspector is a "law enforcement officer" in the sense that he or she is trained to identify violations and call them to the attention of those who can make sure the laws are properly followed.
