Fish can not be amphibians. The big difference is that amphibians breath by gills or spiracles when they are young and develop lungs as they grow and undergo metamorphosis, while fish can only breath via gills.

∙ 13y agoAmphibians are fish-like in their larval stages(child or baby). They have some form of fins (tail), gills, and usually no limbs yet. aka: a tadpole, which is a free-swimming baby frog.
They will grow limps and exchange their gills for lungs when they become adults.
Mud-puppies are salamanders which keep their gills even when they are adults and so could be said to be more "fish-like".
