However it does depend on the area, the scope and depth of the flooding catastrophe, not to mention the root cause. For example. a 10 metre tsunami hitting a low level hinterland cannot be prevented from causing extensive flooding. On the other hand, a river valley can often be (and is often) bolstered up along the banks of the river to prevent all but the the most severe circumstances. Also, examine how the Dutch reclaimed land from the sea by the use of dykes.

Yes, it can be predicted once the cause is known (and detected). For instance an earthquake or underwater landslide may occur, and if its big enough could a tsunami. You've then got buoys in the sea that measure the height of waves, when one is particually long and flat it could be a tsunami. The final thing that happens is that the sea at the coastline retreats (but to be fair if that's the last thing you see you havent got much chance).
