A homosexual man is a human being and every bit as much a sinner as any heterosexual man. Having homosexual inclinations does not make him better or worse than anyone else. The only thing that God judges is how he handles his inclinations, the same way that God judges everyone.

Being gay, however, is another matter. "Gay" implies that one accepts the homosexual inclinations as normal and acts on them. As homosexual inclinations are intrinsically disordered, and acting on them is a sin. Labeling oneself as gay then would be proclaiming oneself a sinner with or without "relations".
