Quasi-public is an ill-defined notion in common use. However, essentially the proper definition is that of '. . . a corporation that was formed by or is backed by or was backed by a government'.
Common Interest Communities enjoy no such support.
However, some municipalities consider the up-side of associations, given that generally, they condense public services, such as police, fire, utilities and so forth. In this sense, then, the municipality could consider an association a quasi-public corporation, but their vocabulary would be subject to question.
