Both. Ice cream is a good, but you can buy ice cream from the grocery store. An ice cream shop not only sells the ice cream, they scoop out the flavor that you want, serve it in a cone or bowl, with a spoon or napkin. This delivery of the ice cream into your hand makes this a service.

Please note that a half-gallon of ice cream at the grocery store is considerably less expensive than the equivalent volume of ice cream at the ice cream parlor. You're paying for both the ice cream AND the service.
