Ipersonally think its all to do with your personal style and body shape.
For my prom i didn't have a massive dress because I'm only petite and it would have swamped me. I had a a short dress but is wasn't really short which kept it elegant. If you do have a big dress though keep it simple. and a smaller one you would need to accessories it more to make it stand out. just look on pervious prom photos from other years for ideas :)

My school had a dress code, where senior girls wore white dresses, white cotton gloves, and white shoes. If you wear a cap and gown, it shouldn't matter which color your dress is.
