It Probally depends on how many attacks it has that raises the speed.
I want to know if rayquaza has higher speed than a dialga without raising any of their speed
Dialga is in spear pillar in Mount Coronet. You can use an action replay to get there faster
get Pokemon platinum and fill the pokedex and then get the Pokemon radar, a tool which lets you get shiny Pokemon faster
Its the same either way.
No, but it does help if you know that Ultra Balls are twice as likely to catch a Pokemon than a pokeball.
Put on three coats of honey, that's the max and it will work faster, or rarer pokemon.
Well, usually it is faster than a Lv. 100 Dialga, but not always. It depends on how well it has been trained. Palkia is usually faster than Rayquaza, but once again, it really depends on how awesome the trainer is. Thanks!
Try the GTS, or you can give your Trainer ID and have someone trade it to you. However the GTS is probably faster.

The best way to raise your Pokemon in Pokemon Sapphire is to have all 8 Hoenn badges and trade them for Pokemon Ruby version. Doing is will make the Pokemon Ruby Pokemon evolve faster. It works like this because traded Pokemon will gain a boosted amount of experience so they will grow much faster. Example you trade a Rayquaza (Pokemon Sapphire) for a Rayquaza (Pokemon Ruby) at LV 70 once Rayquaza you received from Pokemon Ruby will gain boosted EXP points every time. And the same goes to the Rayquaza that was transfered into Pokemon Ruby. Traded Pokemon grow much faster in trades than normal.
x speed
totally cant

if your Pokemon level ups, its happiness will increase automatically. but if you give your Pokemon a soothe bell, its happiness will increase faster, and it will evolve faster (by certain Pokemon). also return will do more damage
On Pokemon Diamond there is no way to get to Dialga faster besides fighting through the Grunts. This is coded into the game and is designed to act as a dungeon of sorts and to make this part of the story tense.
