Horsepower is a measure of power, and cc (cubic centimeters) is a measurment of volume. These two can not be directly compared in any way that makes sense. You need to know how much power the 300cc machine produces, which is based on many variables, like fuel type & composition, combustion air quality and temp., cooling capabilities, as well as many other variables. Another way would be to convert the horsepower to watts (1HP=appox. 735.5-746watts), determine the power output of the 300cc engine in watts, and compare those.
fyi: horsepower is not a very accurate way to calculate power, which is probably why the automobile industry adopted and proliferated its use. Horsepower is not recognized by the SI system of measurement for this very reason. Watts is the preferred unit.
