Manatees are mammals, yes. They are warm blooded and, also breath air with lungs that, on average, are two thirds the length of their body. Also, they have hair, as most other mammals. Even though they may appear to be related to dolphins, or maybe whales, they are more closely related to the elephant. Lastly they give birth, and suckle their calves, as other mammals do, only they do all this under water. For more details see sites listed below.

No. Whilst it is a marine mammal, a manatee is not a cetacean. Along with dugongs, they are of the order Sirenia, not the order Cetacea. Whales, dolphins and porpoises only are cetaceans.
