No; a marine is traditionally a 'navy soldier' specializing in amphibious warfare. If and when they are sent to present-day hotspot, they may if circumstances allow be active - or support/protect the people involved - in rebuilding community services destroyed by war. But that doesn't make them community workers by nature.
