A smartcard is like a microchip, but the latter is not the former.

Smartcards are specially-designed circuits/chips that handles encryption - especially for secure communications that involve sensitive personal information - including NFC / tap-to-pay systems that you see in certain retail stores that will allow you to enable paying with your credit card(s) or smartphones with just a tap onto tap-and-pay enabled terminals.

Although smartcards can be used for the aforementioned purpose, they can also be implemented in other systems where enterprise/commercial-grade information technology may require enhanced security systems.
