The term 2+2 describes any vehicle that seats 2 people in the front, and has a small back seat that can occasionally seat 2 people in the back. Technically, you could describe all Mustangs as a 2+2, but the term is often used to describe first generation Mustang fastbacks.

Is the '06 Mustang GT the same car as the Ford Mustang GT?

Yes it is, Ford is the make and Mustang is the model. All mustangs are fords. GT, or Grand Touring, is the special package of current mustangs. But an 06 mustang GT is only the same as mustangs of its year, so a 1998 Mustang GT is not the same car.

Will 1999 mustang wheels fit a 2005 mustang?

No they will not. The newer mustang require a different offset and backspacing than previous models. The bolt pattern is the same, but the wheels will sit differently under one model than the other. For instance, 17X9 bullitt wheels for a 2005 mustang use a :Back Spacing: 6.8" (172mm) Offset: +45mm (1.8")while the same wheels(17X9 bullitt) meant for a 1999 mustang use a:Back Spacing: 5.94" (151mm) Offset: +24mm (0.94")the offset is the problem here. backspacing is very close, but it is the offset that does not allow the wheel to sit on both cars in the same way.hope this helps.
