A concrete noun is concrete because of the kind of thing it is, not because of the state it is in. People are the kind of thing you can touch and sense, so people nouns are concrete even if the person is long dead or even imaginary. In the same way, a noun for a building is always a concrete noun, even if the building has been demolished long ago or is only in the blueprint stage.

Car batteries do not usually corrode just sitting on concrete unless their is a leak in the container. I do know that you shouldn't place a car battery on a concrete surface as it can cause the battery to discharge its self into the concrete and you end up with a dead battery.
