Not quite. Any non-planet that orbits the sun is referred to as a planetoid, while a dwarf planet is a specific class of planetoid.
It needs hydrostatic equilibrium (roughly spherical shape cause of gravity) and hasn't cleared it's orbit of planetoids (other asteroids and dwarf planets). The definition of dwarf planet is contested because a number of major planets haven't cleared their orbits of planetoids. It's likely we will be looking for a better definition in the future as we have in the past as well.
A quick search on the Internet brings up both Eris, and Sedna. Note that both are dwarf planets; more of a planetoids (asteroids) than a "real" planet. That is, those dwarf planets are quite a bit smaller than Earth.
Ice dwarfs are planetoids far from the sun that do not fulfill the terms of a planet. The examples of an ice dwarf are Pluto and Eris (formerly Xena).
The 9th planet to be discovered was Pluto in 1930. However, by 2006 there were so many Pluto-sized objects being found that a reclassification was made. Pluto was classified as a "dwarf planet" along with the asteroid Ceres and the planetoids Haumea, Makemake, and Eris. There is no 9th planet. It used to be Pluto, but that's classified as a dwarf planet now.Pluto
The Sun doesn't have "moons". The term "moon" applies to satellites of planets or planetoids. An object orbiting the Sun is classified as a planet, dwarf planet, asteroid, comet, or a Kuiper Belt object.
it is too small to be a planet
no. a dwarf planet is a planet that doesnt have the characteristics for being a planet so its counted as a planet, a dwarf planet can have moons, such as Pluto has 3 moons, but a moon cant have a moon, so therefore dwarf planets and moons are diffrent.

A dwarf planet does not have an special features except that it is small. It has the same features as any other planet may. All a dwarf planet is is a classification saying it is too small to be a real planet.
