A plotter is a printer. And printers are both output and input devices,because you input data in it and revive data from it.

so its an input and output device.

Anything that takes information from the outside world into the computer (for example, a mouse, keyboard, touch screen, tablet, scanner) is an input device.

Anything that takes information from the computer and gives it to the outside world (a monitor, printer, plotter) would be an output device.
