Retirement does not change a Catholic priest's form of address in any way, he is still addressed as "Father", and his written name is "The Reverend So and So", unless he is a Monsignor, in which case it would be "Monsignor"and "The Reverend Monsignor So and So"

If by a "relationship" you are speaking about a sexual or romantic relationship, then, no, when a priest is ordained, it is an ontological change which is permanent and perduring. A priest may retire from active ministry, but he can never retire from being a priest either in this world, or the next.

No. Most priests and other religious do not retire from the priesthood, because of the vows they have taken.
