No, not at all. Many men's foreskins hang down past the head of the penis by 1/2 an inch or as much as one inch. It's totally normal. Other men's foreskins may just barely cover the penis head, or even leave a little of the penis head showing. All are normal. Medically speaking, you can't have too much foreskin. Having more foreskin allows for more sliding motion during sexual intercourse and masturbation, so in that sense at least it could be a benefit.
