No, they are not. A raccoon is a kind of mammal, which is an animal with hair, while a frog is a kind of amphibian, which is an animal without hair that (if I remember correctly) starts in the water, undergoes some form of metamorphasis and then lives on land. They are in almost no way related to eachother.
