It is an insulator.
semi conductor
A dry T-shirt and most other clothing has air between the threads and acts as an insulator for cold (and electricity). When wet it loses its insulating properties and conducts heat so it no longer keeps body heat inside the clothing. Since perspiration also has salt secreted through the skin, it is also can act as an electrical conductor.
Plastic is a very good insulator. As such, if it come in contacts with another type of material, electrons may be added or removed from the insulator. When an object becomes positively or negatively charged, it may stick to other types of objects through electron interactions.

Cotton balls are a good insulator because they trap the air. That's why when you wear a cotton shirt it traps the air so the shirt is more warmer. There then is less heat transfer.

There is no more the dielectric constant for insulators than the colour for shirts. Every shirt has a colour, and every insulator has a dielectric constant. Find out what material your insulator is, then look in Kaye & Labey or any good handbook for radio and electronics engineers.
