An independent country is called a sovereign state as opposed to a state within a country. A sovereign state will have full autonomy on what laws to pass and how to govern.

States within a country may have a certain amount of autonomy but has over riding laws from the first tier of government and cannot say how the entire country may be governed nor make decisions for it..
