Yes, in some areas they are called preteens, but at 11 they are not a small child only a child. Not old enough to make some decisions for him/herself, but old enough to accept responsibility for their actions.

They are in the stage known as middle childhood which goes from around 8-12 years old. They are not infants or preschool toddlers, but they are not "big kids" like a 13,14 or 15 year old would be. So I say they are little but not very little.
