It has to be an ID issued by a state or federal government such as a passport, driver's license, or state ID card. Valid foreign passports are accepted.

Every state issues a non-driver ID card to its residents who do not have a driver's license. Generally, these can be obtained from the same place where driver's licenses are issued.
