I would not recommend it as a solid white or blue would be more appropriate.
It would depend on shirt. I posted a link to a shirt that I feel would be appropriate to wear to a semi formal event below. Answered by a Yank ----------------------------------------------------- As a british person I would answer NO. European standard business dress now no longer even includes a tie - Standard business dress is now a suit and trousers (pants), and a button down shirt. If you wear a tie - this is now smart business dress. ANSWERED by a brit :-)

One can find a good event photographer by looking in the yellow pages or on the internet. One does not have to do that much to find a good event photographer.
It depends on how formal you want to be. Black is the most formal, though tan or khaki are also good choices. Pair it with a colorful tie. But don't do bright neon colors.
it depends if it is a good shirt
Yes, black pants can be paired with a cream dress shirt. This combination creates a classic and polished look that is suitable for formal or professional occasions. Just ensure that both the pants and shirt are well-fitted and in good condition to maintain a sophisticated appearance.
Pretty much , but to elevate manners to decorum would require a somber or formal event.
* If you are not part of the wedding party then yes, a nice sports coat, well pressed good slacks; good shirt and tie with shined shoes is appropriate.
