Not if the wick, flint or steel are wet. The flint needs to be dry enough to make a spark and the wick has to be filled with lighter fluid. But if you are trying to use your lighter in the rain or only the outside is wet it will be ok as long as the are careful to keep the inside dry.

I was playing with my Zippo lighting stuff on fire next to a pool of water. I dropped my zippo in it accidentally and immediately took it back out. It worked fine. I would not recommend putting any lighter underwater though. It will definitely go out.
