The mass is obviously a base unit. From mass we can derive many units like momentum, force etc. But we cannot derive the unit of mass from any other unit. So, it's a base unit.

Technically, mass is not a unit. In the most commonly used systems of units, MKS and cgs, units of mass (kilograms and grams, respectively), are base units.

The definition of what is a base unit and what is a derived unit is arbitrary - in any system of units, certain units are defined as base units, others are derived. In the case of the SI, it is a derived unit. Probably in most other systems it is a derived unit, as well.

derived, because it is defined as the mass per unit volume. Mass and volume are the fundamental quantities. Density is derived from these two fundamental quantities.
