friction is a slowing force which happens when two surfaces rub against each other. Rough surfaces create stronger friction than smooth ones do. This is why slides are given smooth slippery surfaces. Can you imagine how difficult it would be to slide down a rough concrete ramp?

A base emulsifies fats and oils. Your hands are covered in oils that your skin produces naturally. A base on your skin will dissolve those oils producing the slippery effect.

Bases actually saponify the skin on your hands - that means they turn it into soap and kill the cells. That makes them feel slippery.
