This depends on the state the beer is being sold in. States govern beer labels and what must be printed on them, as label declarations of alcohol content in beer is not a Federal law.
Speaking from US' former beer capital, Milwaukee, I've generally heard that in a derogatory way regarding light beer. Take "Milwaukee's Best' that was sold in Florida and throughout the South. Back in the 1980's it wasn't sold in WI at all.
Right now, Victoria Bitter is not sold in the US at all.
On St. Patrick's Day, purely as a novelty, green beer is sold in some places. All it is is just a coloured drink. Other than on that day, there is no green beer in Ireland.

I highly doubt it since beer isn't sold at all in Disneyland in Anaheim, California for it's illegal to sell alcohol at a children's event and/or park.

In a beer an alcohol content of 5.9% is higher than standard. I suppose U.S. beer is all watered down so 5.9% is probably a pretty strong beer there. But here in Canada 5.9% is stronger than most, but by no means a strong beer.
Yes, you can buy beer in Massachusetts on Labor Day. Massachusetts law states that liquor cannot be sold on Memorial Day, Thanksgiving, and Christmas. Liquor may be sold on in Massachusetts on all other holidays.
