conductor is the answer. why? because it is a sizzling plate it is of course absorbing heat into the plate and making it conductor because of the thermal energy being high due to the temperature, so high thermal energy is equal to being hot. Hopes this helps

Glass is an insulator of both energies. It does not conduct thermal energy because only it's surface warms up. It does not conduct electrical energy because its atoms do not have free electrons, which cause this process in metals.

It depends what you are comparing it to, if for instance you compare it to a vaccuum then it is an infinitely better conductor. Compared to copper however it is very poor, because obviously air is a mixture of various gasses and gasses are mostly empty space; because transferal of heat is through one particle passing on energy to another through vibrations it stands to reason that the less particles you have in a set volume the less efficiently it will transfer heat.
