Yeah he is. Although the ending of Gundam seed DESTINY suggested a relation with Meyrin, I Athrun and Cagalli are still in love. Destiny didn't really do a good job of focusing on their relationship though which is a bummer. We'll really have to see in the up coming movie though, which will be released in 2010.
