The only "atmup" I found led to a site for UCPB, the United Coconut Planters Bank in the Phillipines.

There has been a 'coco levy scandal' going on in the Phillipines, in which money assessed on given quantities of coconuts was not invested properly for the coconut farmers, but instead invested in UCPB.

However, that shady interests invest money in banks, and that even banks themselves conduct, participate in, or benefit from shady deals, does not make them a scam.
