The difference between a bath sheet and a bath towel is to do with size. A bath sheet is made of towelling material but is much bigger, more like a beach towel so that one can effectively wrap up in it.
Bath is physically close to Wales (about an hour from Cardiff), but culturally and historically very distinct. Nobody would say that Bath was part of the border country: once you have crossed the Severn you are pretty thoroughly out of Wales.
