It's highly unlikely to ever happen for numerous reasons that I really won't go into further detail other than saying it's extremely unnecessary to make a game world that huge (we are talking the world here) and in the Arkham Universe (where the games take place) there are other heroes such as the Creeper and Huntress that have been mentioned so it's safe to assume Superman and other DC heroes live in the Universe. So you are asking about a Justice League game where you only fight Batman Rouges. The Rumored sequel to Arkham city is said to be a Gold/Silver age world were Batman meets Joker for the first time. Another Rumor is that the sequel will be heavily based off of "No Man's Land" as shown in game by the unexpected earthquakes that slowed the process of Arkham City's creation.
