1 Timothy 2:9 - in like manner also, that the women adorn themselves in modest apparel, with propriety and moderation, not with braided hair or gold or pearls or costly clothing,

1 Peter 3:3 - Do not let your adornment be merely outward-arranging the hair, wearing gold, or putting on fine apparel

Neither of these verses is saying, "women should not wear jewelry." When this was written, "braided hair, gold and pearls" was the standard adornment of prostitutes. Paul is saying Christian women shouldn't look "slutty" or "trashy." (The infamous "Whore of Babylon" is described as: "clothed in fine linen, purple, and scarlet, and adorned with gold and precious stones and pearls!" - Rev. 18:16)

And notice Peter says, "merely," indicating there's nothing wrong with a reasonable amount of "dressing up."

Nowhere. But there is advice that God looks on the heart and so women do not need these things:

Likewise, ye wives, be in subjection to your own husbands; that, if any obey not the word, they also may without the word be won by the conversation of the wives;While they behold your chaste conversation coupled with fear.

Whose adorning let it not be that outward adorning of plaiting the hair, and of wearing of gold, or of putting on of apparel;

The Bible does not (from what I've found) say not to wear jewelry.

1 Timothy 2.9

Likewise also that women should adorn themselves in respectable apparel, with modesty and self-control, not with braided hair and gold or pearls or costly attire (ESV)

1 Peter 3.3

Do not let your adorning be external-the braiding of hair and the putting on of gold jewelry, or the clothing you wear- (ESV)

I don't believe this is forbidding jewelry, just a warning and command to not let it become more important than internal beauty.

In Song of Solomon it mentions jewelry in an adoring way. Speaking well of it as something attractive.

Song of Solomon 4.9

You have captured my heart, my treasure, my bride. You hold it hostage with one glance of your eyes, with a single jewel of your necklace. (NLT)

Song of Solomon 1.10
