Blood is classified as a cell. Why? Because since it flows only because of the heart (and other organs) it dosen't stay in place. Skin never moves, and it is a organ tissue, it is a organ itself. But, blood keeps moving, as your heart keeps pumping.

So the result is that blood is classified as :

A cell. And sometimes, a organ tissue. So, both.
