I think I finally found the answer myself: it was a late-19th c. term for gin/whiskey so bad as to compare with vitriol. (I found the listing in the OED supplement).
I came across the word today (1/12/10) in a W. E. Henley poem, "Waiting," introduced by Carol Rumens in the Guardian.
